Beidou Chief Designer Yang Changfeng: China's Beidou, the world's Beidou

Reporter: Beidou satellite navigation has taken a "crucial step" from domestic to international and from regional to global. What changes have occurred from regional services to global services?
Since the completion of the basic system of Beidou-3 project at the end of last year and the opening of global services, the Beidou system has operated smoothly. After global testing and evaluation, the positioning accuracy in the global region is 10 meters, and the positioning accuracy in the Asia Pacific region is 5 meters, meeting the requirements of the indicators.
China has always adhered to the concept of "China's Beidou, the world's Beidou", deepened international cooperation in satellite navigation, promoted the Beidou system to go global, and shared the achievements of Beidou system construction and development with the world. At present, the Beidou system is widely used in multiple countries and fields. Beidou high-precision products are exported to more than 90 countries and regions, and Beidou ground-based enhancement technology and products are systematically exported overseas.
Yang Changfeng: After years of development, Beidou has formed a complete industrial chain, which is standardized in key industries and key fields of the country, and widely applied in the field of mass consumption, constantly giving birth to new models and formats of "Beidou+" integrated application. According to statistics, as of the end of last year, the sales of basic products such as domestically produced Beidou navigation chip modules had exceeded 70 million pieces, and the sales of domestically produced high-precision boards and antennas accounted for 30% and 90% of the domestic market share, respectively. In the fourth quarter of 2018, among the 100 mobile phones that applied to enter the network, 67% of them supported Beidou positioning technology.
The second is the continuous expansion of application fields. Transportation, marine fisheries and other applications are deepening and solidifying. There are 6.17 million road operating vehicles, 35600 postal and express delivery vehicles, 80000 buses in 36 central cities, 3230 inland navigation facilities, and 2960 maritime navigation facilities using Beidou in China. The Hong Kong Zhuhai Macao Bridge adopts the Beidou high-precision deformation monitoring system to ensure safe operation. Most of the smartphones sold domestically support Beidou, with over 2 million pre installed Beidou vehicles. The intelligent driving car based on Beidou high-precision is expected to be launched in 2019.
From the current perspective, the demand for China's navigation system is exceptionally strong. If the Beidou system can be fully popularized, it will undoubtedly promote further development of the Chinese economy.
Yang Changfeng: This year, the Beidou satellite navigation system will continue to have a high-density global network, with plans to launch 8 to 10 Beidou navigation satellites, complete all MEO satellite launches, further improve the global system constellation layout, and comprehensively enhance system service performance and user experience. By 2020, China will launch more than 10 Beidou satellites with a global service coverage. In 2035, a more ubiquitous, integrated, and intelligent comprehensive positioning, navigation, and timing (PNT) system with the Beidou system as its core will be built. The Beidou system will serve the world and benefit humanity with stronger functions and better performance.

During this year's two sessions, I brought a proposal on how to promote the long-term sustainable development of Beidou and other major information infrastructure. Major information infrastructure is an important material foundation for safeguarding national economic development and security, characterized by large investment, long construction period, strong universality, and high military civilian integration attributes. With the long-term support of major national science and technology projects, important achievements have been made in major national information infrastructure such as the Beidou system and broadband mobile communication.
In terms of policy, it is necessary to clarify the legal status of the Beidou system as a national information infrastructure. How to establish a long-term management system for national satellite navigation and implement normalized management of the construction and development of the Beidou system has become a key core issue that restricts Beidou legislation and urgently needs to be resolved.
