The Ministry of Transport recently issued the "Guiding Opinions on Promoting the Construction of New Infrastructure in the Field of Transportation", proposing to promote the digital transformation and intelligent upgrading of transportation infrastructure around the overall goal of accelerating the construction of a strong transportation country. By 2035, Beidou and autonomous vehicle will be gradually applied, and intelligent high-speed EMUs will be developed. The relevant person in charge of the Ministry of Transport stated that they will accelerate the deepening application of mature technologies in key areas of transportation infrastructure in the near future, track the development of new technologies in the long term, and moderately advance their layout.

The Guiding Opinions put forward that by 2035, ubiquitous sensing facilities, advanced transmission networks and Beidou space-time services will be deeply covered in the transportation industry, industry data centers and network security systems will be basically established, and intelligent trains, autonomous vehicle, intelligent ships, etc. will be gradually applied. The level of forward-looking technology application ranks among the top in the world. In terms of building integrated and efficient smart transportation infrastructure, the Guiding Opinions propose to create smart highways, smart railways, smart waterways, smart ports, smart civil aviation, smart postal services, and smart hubs, and promote the application of new energy and new materials industries. Among them, deepening the application of electronic toll collection (ETC) gantry on highways and enriching the application scenarios of vehicle road cooperation.

Utilizing information technology and modern control technology to enhance the intelligence level of train scheduling, command, and transportation management in the entire railway network, and developing intelligent high-speed trains. Construct basic infrastructure for waterway geographic information mapping and meteorological and hydrological monitoring of navigation waters, and build shore based facilities suitable for intelligent ships. Applying blockchain technology to promote electronic documents, online business processing, full chain supervision of dangerous goods, and full process logistics visualization. Promote the interconnection and sharing of core data between airports, airlines, air traffic control, operational support, and regulatory units to achieve global tracking of aircraft. Construct a postal big data center and carry out pilot applications of new postal address codes.

Guide the construction of ultra fast charging and high-power electric vehicle charging facilities in key highway service areas such as urban agglomerations. In terms of supporting the construction of information infrastructure, the Guiding Opinions propose to promote the collaborative application of fifth generation mobile communication technology (5G), the application of Beidou system and remote sensing satellite industry, strengthen network security protection, and promote the construction and application of data centers and artificial intelligence. Enhance the high-precision navigation and location service capabilities of the Beidou system in the transportation industry, and construct high-precision geographic information maps for the Beidou system in the industry. In terms of improving the industrial innovation infrastructure, the Guiding Opinions proposed to strengthen the construction of the scientific research base system in the field of transportation led by important carriers such as State Key Laboratory and national technological innovation centers, encourage social investment in scientific and technological infrastructure, and promote a number of scientific research platforms to be included in the construction of national scientific and technological innovation bases. Promote the construction of a long-term performance observation network for transportation infrastructure. Qi Hui
