Recently, the Central Committee of the Communist Party of China and the State Council issued the "Outline of the Development Plan for Regional Integration in the Yangtze River Delta", which aims to jointly build a new generation of information infrastructure and promote smart applications in key areas to jointly create a digital Yangtze River Delta. The Outline specifically mentions strengthening the construction of a modern surveying and mapping benchmark system in the Yangtze River Delta and achieving interconnectivity of satellite navigation and positioning benchmark service systems; Support the pioneering application of the Beidou Navigation System and the construction of the Nanjing Location Service Data Center.
 
    The Yangtze River Delta Satellite Navigation Application Demonstration Project was fully launched and implemented in Qingpu District, Shanghai in June 2013. The Shanghai Municipal Government has included the satellite navigation industry in the strategic emerging industry special plan, formulated and issued a series of supporting policies, actively promoted the innovation of Beidou navigation technology and the aggregation of industrial development resources, and created a Beidou industry development public infrastructure platform represented by the Beidou Navigation and Location Service Key Laboratory, Beidou Product Testing and Certification Center, and Beidou Industry Technology Innovation West Hongqiao Base. It has focused on the research and development of six major application systems, including key vehicle supervision, public location services, community correction supervision, intelligent public transportation and shipping, high-precision positioning services, WiFi indoor positioning, etc. It has exceeded the deployment of Beidou application terminals and achieved good demonstration effects and significant economic and social benefits.
 
    At present, Beidou has widely entered multiple fields in the Yangtze River Delta, including Shanghai, Zhejiang, Jiangsu, and Anhui provinces, and carried out Beidou characteristic applications to meet user needs.

Shanghai is deeply implementing the application of Beidou in five areas: intelligent transportation, marine fisheries, smart cities, urban logistics, and environmental protection. Beidou navigation terminals have been deployed on the "two passengers and one danger" vehicles to achieve remote real-time monitoring; Using the "Beidou Marine Fishery Equipment Ship Terminal" to improve the safety production guarantee level of fishing vessels in the fishery management department; Equipping over a thousand logistics vehicles with Beidou positioning terminals to achieve full process monitoring of the entire logistics distribution process.

As an advantageous region for the application of Beidou, Zhejiang Province has built a "smart fire" comprehensive information command platform based on the Beidou system, which has initially achieved precise fire warning, prevention, command, and disposal; Create the "Find TA" dementia elderly positioning wristband project, using Beidou to help solve the positioning and retrieval of dementia elderly in various scenarios; Install high-precision real-time monitoring and warning equipment for Beidou, and post intelligent reading cards using high-frequency wireless communication technology to ensure 24-hour "close" protection of urban housing safety.

Jiangsu Province has launched multiple Beidou application demonstration projects in various fields such as transportation, industry, and public safety, and has debugged and activated the Beidou National Comprehensive Disaster Reduction System. Utilizing the Beidou system to create a "social care platform" for comprehensive management of elderly people in need; Building a "Jingliang System" based on Beidou to maintain order around the campus; Install Beidou positioning trackers on rescued birds to understand their survival status in the wild.

Anhui Province has released the "Implementation Plan for Promoting the Integrated Development of Agricultural Machinery, Agronomy, and Rural Credit", promoting the use of the Beidou system in Anhui's agricultural machinery to make agriculture in the agricultural province more technologically advanced. In recent years, Anhui Province has successively equipped environmentally friendly vehicles with the "strongest brain" of Beidou, reducing the harm caused by dump trucks to cities from the source; Install Beidou system for police cars to achieve information management and promote visual command and dispatch work; Install intelligent anti-theft control for electric vehicles, use Beidou to implement full process positioning tracking, alarm prompts, etc. for vehicles.
 
The release of the "Outline" will provide new opportunities for the development of the Beidou system in the Yangtze River Delta region, focusing on the two key aspects of "integration" and "high quality", utilizing the advantages of regional clusters in high-quality development, and continuously improving the development level of the Beidou system industry chain.
